Canada Ontario Great Lakes Agreement

Canada and Ontario have negotiated a draft COA for 2020. The proposed agreement contains commitments on the following priorities: The Canada-Ontario Agreement on Great Lakes Water Quality and Ecosystem Health is the federal-provincial agreement that supports the restoration and protection of the Great Lakes Basin ecosystem. The agreement outlines how the governments of Canada and Ontario will collaborate and coordinate their efforts to restore, protect and preserve the Great Lakes Basin ecosystem. This is the means in which Canadian federal authorities work with Ontario`s provincial ministries to fulfill Canada`s obligations under the Canada-U.S. Great Lakes Water Quality Agreement (GLWQA). This would be the ninth agreement between the two levels of government and measures to address key Great Lakes challenges, such as improving wastewater and stormwater management and reducing pollution, including a new focus on dispersed salt and plastic pollution. CoA is an agreement between Ontario ministries and federal ministries to “restore, protect and preserve great lakes water quality and ecosystem health” (COA, Article II). Canada and Ontario recognize that a new agreement between Canada and Ontario may not be concluded and may not come into force until 2020. If a new Canada-Ontario agreement is not yet in force, if the current agreement comes to an end, our joint work on Great Lakes can continue as we work to conclude the new Canada-Ontario agreement. Whereas the Parties recognize that Canada is responsible for fulfilling its binational obligations under the Canada-United States Great Lakes Water Quality Agreement, and Ontario expresses its readiness to support Canada in the manner provided for in this Agreement; Today, the governments of Canada and Ontario released a draft new Canada-Ontario Agreement on Great Lakes Water Quality and Ecosystem Health to coordinate measures to protect water quality in our Great Lakes. To help develop this new agreement, Canada and Ontario are seeking public input. The draft agreement will be available for public notice between 5 July and 4 September.

A final agreement is expected in 2020. Whereas, since 1971, the Parties have cooperated under a number of agreements between Canada and Ontario that have guided their efforts to improve water quality and the health of lake ecosystems and have contributed to the implementation of Canada`s commitments under the Canada-US Great Lakes Water Quality Agreement; Comments or questions on the proposed project should be sent to the Great Lakes National Programs Board, Environment and Climate Change Canada under ec.grandslacs-greatlakes.ec@canada.ca or by mail to the address below by September 4, 2019. and whereas the Parties reaffirm their commitment to cooperate in the implementation of the Canada-United States Great Lakes Water Quality Agreement and to advance the environmental objectives of the Great Lakes Strategy in Ontario in a manner consistent with the vision and objective of this Agreement; We want to conclude a new agreement between Canada and Ontario on the restoration, protection and preservation of water quality and the health of the Great Lakes ecosystem. This Agreement will enter into force on 18 December 2014 Important note: Due to the persistence of the COVID-19 pandemic, the personal visit of accompanying documents is currently not available. Annex 9: Groundwater quality Annex 10: Effects of climate change and resilience, and considering that the Parties recognise that the Great Lakes are environmentally important and support exceptional biodiversity and important fisheries; Since 1971, a number of Canada-Ontario Great Lakes (Canada-Ontario) agreements have enabled both governments to address, with local partners, the key challenges of the Great Lakes. . . .
